Die 31. DDR-Rundfahrt fand vom 20. bis zum 26. Juni 1983 statt. Sie führte mit einem Prolog und sieben Etappen über 938,8 km. Gesamtsieger wurde Olaf Ludwig, der zum ersten Mal die Rundfahrt gewann.

Bei dieser Rundfahrt wurden sechs Trikots vergeben: das Gelbe Trikot des Gesamtbesten, das Blaue der besten Mannschaft, das Violette des aktivsten Fahrers, das Grüne des besten Bergfahrers, das Rosa des vielseitigsten Fahrers und das Weiße des besten Nachwuchsfahrers.
